What is the HEOP?
Holt Economic Opportunity Park (HEOP) is 423 acres of land in Delhi Township, located at 1375 College Rd. Lansing Economic Area Partnership (LEAP), serving Clinton, Eaton and Ingham counties, controls this land via an option agreement and has been getting it ready for future use for years.
Delhi Township identified this property as a priority for economic development in its Master Plan. In alignment with that plan, LEAP was asked to prepare for and attract the type of project that would maximize revenue for the township while minimizing day-to-day impact on residents.
Michigan Economic Development Corporation (MEDC) has named the HEOP one of only 19 Featured Development Sites in the state — recognizing the size, infrastructure and readiness to attract major investment. It’s one of two sites with this status in Clinton, Eaton and Ingham counties.

Development partner
Lighthouse Sustainability
Following a six-month competitive selection process, LEAP selected Lighthouse Sustainability as the development partner for the HEOP. With LEAP’s support, Lighthouse is beginning a community engagement process to explore a potential data center on the site.
Led by founder Gary Dorris, Lighthouse brings decades of energy industry experience. Its mission matches LEAP’s directive for this site: create positive impact for the community, leave the environment better rather than worse, and reduce the burden on residents as power customers.
Selecting a partner is not the same as approving, or even putting forward, a specific project. Lighthouse’s role right now is to lead community engagement and support LEAP in carrying out the due diligence, engineering and analysis needed to determine how a project should move forward with the community.

Why this work matters
Preserving our community for years to come
Schools, parks, public safety and other services help make Delhi Township a place people want to live. Thoughtful development at the HEOP would help sustain that way of life by expanding the tax base and providing revenue to support those services, rather than relying on homeowners alone to foot the bill.
Two studies are currently underway analyzing fiscal and economic impacts from hypothetical development scenarios that HEOP is well positioned to support.
Stay tuned for the economic impact studies.
Economic & fiscal impact analysis
Two independent studies are modeling what different types of development could mean for Delhi Township and the region.
Scenarios being studied
What they’ll measure
- Property tax revenue
- Jobs supported
- Construction investment
- Income & economic output
- Truck traffic
- Utilities overview
Findings will reflect modeled scenarios, not approved projects or guaranteed outcomes.
FAQ
Frequently asked questions
What is beginning now?
LEAP has selected Lighthouse Sustainability as the development partner for the HEOP, marking the beginning of a community engagement process. Lighthouse is exploring a potential data center use for the property. This announcement opens the conversation about that opportunity; it does not announce a proposed or approved project.
Lighthouse will use the time during the township’s data center moratorium to hear from the community. Introducing Lighthouse now gives residents an opportunity to meet the development partner, ask questions and share priorities before a proposal is brought forward. Our goal is to use that input to help shape a community-informed plan and potential proposal.
Why did LEAP select Lighthouse Sustainability as the development partner for this site?
LEAP selected Lighthouse following a six-month competitive process. Its technical expertise, approach to responsible resource use and commitment to community engagement aligned with Delhi Township's Master Plan goal of exploring development that could provide meaningful economic benefits while minimizing impacts on residents and the environment.
Is the decision to develop a data center already made?
Lighthouse is exploring a data center use, but no specific development or project has been proposed or approved. Community engagement and further evaluation will help inform what a potential proposal could look like and whether and how it moves forward. Any future proposal would also be subject to applicable township requirements and approvals.
Is there an end user?
No end user has been identified. Lighthouse is the development partner. A community-informed site plan would help guide efforts to attract an end user, and information will be shared when one is identified.
How does this process respect the moratorium?
The moratorium remains in place. It pauses formal project applications from coming before the township to allow time for learning and implementing policies and/or ordinances related to data centers. We intend to use this time for listening, sharing information and examining community questions within its requirements. This engagement process does not replace the township’s formal review or public participation processes.
Who decided this land should be used for development? Was the community involved?
Yes. Delhi Township chose this site for development in its Master Plan. LEAP was asked to identify the type of project that aligns with the Master Plan and is working to help bring that vision to life through responsible economic development that reflects the vision of the community and prepares the site for development.
What do you want to hear from residents?
We want to understand what residents value about their community, what they want to preserve and what concerns, questions, ideas, and solutions they have about potential development. That includes topics such as water, electricity, noise, traffic, natural features and community benefits.
How will community input be gathered?
The process will begin with direct outreach to adjacent homeowners, small-group listening conversations and meetings with local organizations. Outreach will expand to neighboring communities and people who have expressed concerns. Community meetings, open houses with subject matter experts and virtual sessions will follow as the process continues.
Participation details will be shared here as they are confirmed.
How will community input shape a future proposal?
Community input will help inform planning, identify issues that require further study and guide conversations about design, potential impacts and community priorities. The intent is to bring forward a plan and proposal informed by that work. As engagement progresses, LEAP and Lighthouse will explain how feedback is being considered, what changes it informs and where questions remain.
Input will also help identify priorities for Lighthouse’s proposed community fund, which would be allocated by a board that includes community members.
How can I participate?

Details about upcoming engagement opportunities will be posted as they are confirmed.
